Dead and won’t charge

Ordered 2 cases and both arrived dead and would not charge! We returned them after we found out they don't charge.
DOA Battery Pack

The battery packs I received were DOA upon arrival. They would not charge at all. I took them to an Apple Store had them evaluated and were evaluated DOA. These must have been past their shelf life as well because the packaging was faded and yellow in color. I returned them to a Verizon store.
