Yes, the Orbic Journey Pro (available at Verizon) features both internet browsing capabilities and a mobile hotspot function. It supports 4G LTE, allows for web browsing via a built-in browser, and can share its data connection via Wi-Fi or USB tethering to other devices.

Will i be able to down load whatspp on this phone
Based on the specifications of the Orbic Journey Pro Prepaid, it is unlikely you will be able to download and use WhatsApp on this phone. The app limitations do not support this app because it is considered a basic phone.
